Mitcham fly-tipper caught after Sutton residents take action

A builder has been made to pay out hundreds of pounds after two sharp-eyed passers-by saw his vehicle being used by two men dumping rubbish in a garage service road.
Seth Peter Russell, 38, was given a two year conditional discharge and ordered to pay Sutton Council £300 costs after being found guilty of causing the dumping of bags of soil and gravel on Lavender Road, Wallington.
He was caught after two members of the public spotted the two men in the act and took down his registration number.
They reported the incident to the council who served him with a notice under the Environmental Protection Act 1990.
Russell, of Bateson Close, Mitcham, pleaded guilty to failing to answer the notice and was found guilty of knowingly causing the deposit of controlled waste after a trial at Croydon Magistrates' Court.
Councillor Colin Hall, Sutton Council's executive member for environment and climate change, said: "Fly-tipping is an issue that really makes people see red, and this should serve as a warning that these selfish actions simply will not be tolerated.
"We're committed to bringing people who pollute out streets and open spaces to justice, so I'd like to thank the good neighbours who reported this incident to the council. I urge all residents who spot anyone dumping rubbish to let us know – together we can help to keep Sutton's streets clean."
